(1) This Act regulates the structure of the administration, the basic principles of organization of the operation thereof, the positions therein, and the principal requirements for occupation of the said positions. (2) This Act regulates the powers of the executive authorities, the structure and organization of the operation of the administration thereof. (3) This Act shall furthermore apply, save in so far as otherwise established in special laws, to the administration of the other bodies of state power as provided by the Constitution, and to the bodies of local self-government
