Functions under “Human Resources”

  1. Applying appropriate policies and strategies to the management and development of human resources in the public administration in accordance with the strategic objectives of the Ministry and for the purpose of optimising the organisational structure;
  2. Organising recruitment, selection and appointment of staff; organising and providing methodological assistance in conducting competitions for appointment to a state job in the Ministry;
  3. Providing legal services in the field of official and labour relations; preparing all acts related to the occurrence, modification and termination of official and labour relations in accordance with the existing legislation; compiling, maintaining and keeping the official and labour files;
  4. Coordinating and assisting in developing, updating and approving job descriptions and applying procedures for appraising staff performance;
  5. Preparing the draft annual plan for the training of the employees in the administration and analysing training activities;
  6. Preparing opinions on draft acts related to human resources management in public administration;
  7. Participating in the development of forecasts and the budget estimates of the Ministry in the part on number of personnel and resources spent for salaries; participating in the implementation of programmes in the programme budget of the Ministry in view of the department’s functional competence;
  8. Maintaining and updating existing databases related to human resources management.


Functions under “Administrative services”

  1. Providing the activities for the receipt of proposals and signals from citizens and representatives of organisations, including hearing their proposals and signals in specific and preliminarily announced days and hours, in accordance with Chapter VIII of the Administrative Procedure Code;
  2. Providing administrative services to individuals and legal entities at one-stop shop;
  3. Coordinating the preparation of the materials of the Ministry for the meetings of the Council of Ministers;
  4. Organising and formulating the proposals of the Ministry to be included in the legislative programme of the Council of Ministers and preparing periodic reports on its implementation;
  5. Organising and conducting record-keeping activities and the overall servicing of the document flow through an automated information system, including a system for archiving and storage of the documentation of the Ministry, and preparing certified copies of documents held in the archives;
  6. Organising the expertise of the value of the documents kept in the archives, their processing and transferring to the Central State Archive;
  7. Organising coordination and submission to the sittings of the Council of Ministers of draft acts and keeping records of the Council of Ministers acts, organising the provision of information to the directorates on the acts relating to the activities of the Ministry.


Functions under “Information Services”

  1. Organising, administering and providing technical support to the information and communication infrastructure of the Ministry;
  2. Organising and providing hardware and system software support for of the computer equipment of the Ministry;
  3. Providing system support and integration of complex information systems in the Ministry, including information databases containing intradepartmental information;
  4. Organising the management of certificates for electronic signatures in the Ministry;
  5. Maintaining official records of users, computer and peripheral equipment, communications equipment of the Ministry and software products and systems used;
  6. Monitoring the implementation of standards, policies and network and information security rules in the Ministry, being responsible for the protection of intellectual property and tangible assets of the Ministry in the field of information and communication technology;
  7. Maintaining the inventory of all information assets of the Ministry, and their inherent risks in terms of information security;
  8. Developing and proposing for approval by the Minister policies, objectives, procedures, metrics for the evaluation of the information security and the instructions ensuing from the regulatory framework, and all other necessary instructions and procedures;
  9. Investigating and analysing incidents in the area of network and information security, incident responses, and proposing actions to improve network and information security of the administration;
  10. Periodically (not less than twice a year), preparing reports on the state of information security in the administrative unit and submitting them to the Minister.
